I completed all the requirements for the Napoleon's artillery outfit and The Eagle guillotine guns and It never said I was rewarded with them. I looked in the progress checker and it even said I had 100% of all the Artifacts in Dead Kings and 100% of all the Napoleon's Bicorns.

Could someone help me out please?

It's a bug that can happen. The only thing you can do atm is pray to the great deity of Ubifailz to fix this.
Lucky for me I only have the Napoleon's artillery outfit that's bugged for me. But I've read multiple post where people complain about the guillotine-gun not unlocking for them.
We just have to wait until they fix it, I guess,... again.

Delete the add on, go to plastation store abd download it fron there
