Why is the Water tool so big?

I'm trying to put in a waterfall, but can' t due to the water tool being 10x10 grid squares and none size adjustable.
I''m not talking about the ground water tool which covers the whole map in water and allows you to set the water height. this water tool covers basicy 10 + grids squares by 10+ grid squares( haven't counted the actually size but you get the picture.
I'd like to know why it isn't the same as the Hole add/remove tool which is adjustable.

We have wondered this since they gave us the tool. Why couldn't they just make a variety of different size water brush's like they did with the waterfalls. I don't see why the water could not be scalable, or just be made out of smaller to larger blocks.
One thing I was hoping to build in this map editor, was a zoo. A zoo with a sea life display and even just regular animal cages that could be broken open for some unexpected action.
But, the one size fits nothing water makes that impossible. Originally when they gave this to us, is was so that we could have water on different levels in a map.
This was really the best they could come up with?
In fact, the Occlusion volumes from FC 2 would have made perfect water brushes since they came in different sizes and shapes.

Couldn't agree more. I was able to make a really nice map (Klammath Falls, assult) with 5 waterfalls among different levels of water by using the water layer feature but damn was it a pain and frustrating because of how gigantic they are. And forget about making a river or stream that is going downhill (which was what I wanted to do originally). It would be amazing if we could dictate the size of the water layers.

Glad to see I'm not the only one with this issue, would be nice if in stead of the water tool being locked on the 10x10 grid,
if we could free roam that 10x 10 grid so i covers any 10x10 area instead of the way it is now, that would at least allow us some
    control.
Would be nice if we could put water on several lvl's above each other, because as it stands we are stuck with the water being only
one layer we can't have a water fall into a cave as the water layers can't be stacked.

Could place them next to each other at different heights then surround with earth & rock. I understand not placing them exactly where ever, but it's not impossible :/.

That won't work I'm trying to come down a mountain edge with water pooling at different heights as it comes down each waterfall and as the water cant stack on top of each other that won't work as covering the area i don't want with dirt /terrain will defeat the purpose.

It is nothing impossible with this great editor. maybe a bit strange, but great

Yes, the water tool needs 64x64 - but that isn't too big. If you creat a "real looking" map you will need this size. then fill the terrain, make caves and color some textures.
..and there is also no problem to use this water tool with the waterfalls together. You just have know where the edge of the water is - that's it. Same with with more then two heights, waterfalls in caves or what ever. Ok, i agree with the truth, that you can't stack water over each other - but this doesn't makes any sense...

Here is a simple "how to" video for waterfalls - but u will see the water heights i used.
If you will a need a tutorial for something more (maybe waterlevels and waterfalls in a cave?), just tell it. maybe i can help

    Spoiler:  Show

You can use it to make an elevator though. So there is that.

You could also build the waterfall at the corner of 3 or 4 grid squares.
