He just subtracted 91 from a dollar (less than a dollar). Don't think that's correct though. I took the numbers, divided them by seven (as others before me have done), then substituted them with letters. I.e., 13=m, 1=a (no dividing), 7=g, 9=i, and 3=c (again, no dividing). I anagrammed that to get "Magic." Probably on the wrong track though.

I was thinking the numbers might be latitude and longitude, but 91 doesn't seem to work too sell for number of minutes. plus if the 3 is line of Latitude, I end up in the Indian Ocean or the Atlantic.

Of course, lots of songs/albums have to do with love, and probably a good amount have "Magic" as something. IF Magic is a clue, in addition to The Cars... Bruce Springsteen has a song/album called Magic, Heart have "Magic Man", Coldplay has a song called Magic, Janis Joplin/Big Brother had a live track "Magic of Love".

I'm sure its none of them.
