    So I'm gonna guess no on that one.

    Not flipping the one doesn't seem to help.

    3x^4+91x^3+49x^2+36x+7=0

    x ≓ -0.237656290

    In case the flipping means something else...

    3x^4+91x^3+49x^2-36x+7=0

    x ≓ -1.030017689

    3x^4+91x^3+49x^2-63x+7=0

    x ≓ -1.210961998

    Regarding #2, SUM OF ONE OF EACH OF UNITED STATES COINS = 91, however I believe SUM OF ONE OF EACH OF UNITED STATES COINS LESS THAN A DOLLAR = 9

    A Penny plus a Nickel plus a dime plus a Quarter plus a 50 cent piece is 91 cents. 91 cents less than a dollar is 9 cents. although now I see where you are coming from. The fact that there is a US one dollar coin, means he meant to eliminate that, so 91 makes sense.
