Don't think it's possible. What plays on the radio evolves with your progress in the game. Military music played when the bell towers were still broadcasting propaganda. Once you took them down, Radio Free Kyrat managed to filter through the airwaves and you get Rabi Ray Ratna .
The radio should be muted when Music is turned off in the menu. It's one of the worst things about the game. And yes, the radio chatter is bad, very bad. The music on it is pretty bad too.
