Unfortunately no. From experience the AI behavior in vehicles is associated with their on-foot investigation or go-to system. In other words they will only drive to
1. Your location or the disturbance location
2. If the above is far enough.
Vehicles will follow roads but there are no ways of making them patrol as seen all over Kyrat.

Kantham, in the original game you are right.
..but with our new modded SP-Editor (still alpha state) we can set a "NPC Walkpath" spline and animation.
We are modding a new "campaign" for editor - the main feature is the "Squad Gameplay".
If we are able to release the mod, all of you can use this NPC feature.
For a preview over the new mod, here in THIS THREAD you can see in the first post some previews, like squad gameplay or the new zipline animation.
