There are several circuit spec rides you can get to 400 (can get my C-Rod to 402 kmh) kmh at Bonneville without draft. Some nitrous is needed to help them reach the top speed fast enough for the salt flats, but you can achieve that with a running start from up the mountain highway coming down to Bonneville as well. Have to add I find it hilarious whenever people ask for a "best" car. As if it was that simple. It's dependent on so many things like the track/place and the driver.
As for the OP's question, my "fastest" cars (in regards to top speed and acceleration) are my Viper and Stingray dragsters. Both have reached beyond 600 kmh. My record is 603 kmh on a mission and 605 kmh in free drive. If you want a fast circuit spec ride, might want to give the Merc SLR McLaren a go, it is a very, very fast car overall. Very fast. If looking for a really solid circuit spec rid for circuit runs, then go for the Mini Cooper. It is downright silly fast on circuits. The Kawasaki Ninja is very fast as well, for many C-spec missions the "best"(=easiest to win) choice due to it's acceleration and top speed combined with the noticeably smaller dimensions than with cars. Easy as pie to dart in and out of traffic.
