Since Pagan Min is Hong Kong Chinese and actually does have English as a first language, I presume he's speaking English everytime he's with you, All his lieutenants are also English speakers, and uses a body double for interacting with people. His one TV appearance has him speaking slowly, and he later comments how much he hates it.

So my question is, is it possible Pagan Min is just not very fluent in the local tongue?

Pagan is actually trying to Educate people. Sending people to abroad to study, etc. He is a good guy... He is not from Kyrat. He moved here and is a self appointed king...
