Im experiencing the exact same issues, 0 xp for Brotherhood multiplayer and only 70xp for Black Flag multiplayer. In my case, the data.history.achievements response from the gateway doesn't include items before Friday, November 28th (the last update), which is what makes the Breakdown screen all wonky (and perhaps the lack of that data is what prevents other parts from updating on the server). Before that update, all the appropriate data was there and everything was working correctly (i.e., on November 27th I would have told you Initiates was working nearly perfectly, for the bits meant to work). I know getting everything fixed isn't trivial, so I can accept having to wait for the fix...I'm just mostly worried that my (and presumably other people's) issue will never get fixed because support keeps assuming that everyone who has data issues is suffering from exactly the same issue, which doesn't necessarily seem to be the case.

I have filed 5 tickets and called support multiple times. My legacy data is still not showing up.
There is content in the game I PAID for and not able to access. I was able to see legacy data before the 20th of november...it is december now!
I am beyod upset with how this was handled. It was perfect when blackflag was out

same problem, for 5-6 days it worked perfectly, now only broken-XP breakdown screen or returning to login page but the status bar on top showing me logged in :-/
FIX THIS UBISOFT, i also doesn'T have any notification about acu-progression IN-GAME, like your style is now on initiates....
