For testing purposes, if you do happen to have alternative connection, such as mobile data for example, you can try connecting your console through it and launching The Crew 2 to see if error message persists.
If it doesn't, this will indicate that there are some limitations between your connection and game servers, therefore troubleshooting steps advised earlier will help you to eliminate those.
