So, the PC release is broken. That is fairly obvious. I am sure there are plenty of people who are not playing the game due to technical issues. So, lets all make a list of the things that are bothering us the most and keeping you from enjoying the game. I know we are all angry, but lets try to keep the feedback clean and constructive. I encourage everyone to post even if the issues have already been listed. The more people they see post the same issue, the more likely it is to be fixed.
Hopefully, Ubisoft listens and fixes the issues. (Making this thread a sticky would certainly help as well)
My Personal list:
1) Frame hitching/stuttering. I do not know what exactly is causing this. Perhaps poor texture management or CPU optimizations. This is also an issue in Watch Dogs that was never fixed. Either way, it needs to be fixed.
2) Mouse stutter and acceleration. We need a raw mouse input.
3) Broken HDR and Shadows. The shadows are way too dark and when you go to areas with too much shade, the HDR lighting becomes so dark and you can barely see anything. It does not brighten up either. I hear people complaining about night missions being unplayable too.
Those are the main issues I have as I stopped playing after the prologue. I will not play this game until those issues are fixed. I have spent more time reading forums and tweaking config files than I have playing the game. I know, it is sad.

Frame hitching/stuttering fixing:
To do this, go to the 'My Games' folder in the 'My Documents' folder, then open 'GamerProfile.xml' in Notepad. Change DisableLoadingMip0 = "0" to DisableLoadingMip0 = "1", and make the same change to GPUMaxBufferedFrames="0". All other solutions do nothing for us across a variety of PCs and graphics cards, and even this only lessens the problem - it doesn't eliminate it.
This works well for me.
Upon launching the game, it starts in windowed mode and black screens as the NVidia car driver fails. Urm... kinda odd considering my specs:
NVidia Titan Z Hydrocopper
64gb Corsair RAM
intel i7 5960x
ASUS rampage extreme motherboard
Would think this more than sufficient to play a video game built around NVidia technology.
