other then that i have no clue what your issue is as i did not build your PC .. .. do you in fact have a quad core CPU and a supported GPU ?
dual core CPU's are not supported
do you have any Known backround applications auto loading with windows that can cause an issue ??
have you tried to uninstall and reinstall the latest version of Uplay from the uPLAY WEB SITE ?
AND FINALLY .....have you tried to launch the game as Run as Administrator directly from the .exe
