    As far as I understand these bugs are triggered in co-op (though I can be wrong)... Have you tried to enter another co-op session as a guest and see if you can equip or buy explosive or flame arrows? If you can, refill your supply, press Esc, then "Save" and quit immediately.
    This trick worked for some people with "virtual armor" bug, which is also co-op related...
    Also, try enter the arena, it helped me with armor bug too.

    I tried all that, sorry none of it worked. I have made some progress on the issue though. It has NOTHING to do with the supply of arrows. I experimented you see. I fired all 50 of my normal arrows and my bow forced itself to use flame, I used all those and it forced itself to use explosive. THEN when I refilled my inventory again I tried to select them. NOW if I open my weapon wheel and select special arrows it closes the weapon wheel. It is a problem with the weapon wheel NOT the arrows themselves. I'm leaving this for any others who are having the same issue as me. I'm going to try leaving my inventory only half full like I have a smaller quiver, see what that does. I'll update with my findings. Thanks again for your help!

    No Joy sadly, that part of my inventory is still totally unavailable to me unless I empty my quiver of arrows and force my bow to select them. Beginning to get a tad frustrated now, I was hoping this patch would fix all these issues, but it seems to have at least ignored one major one and at worst CREATED one major one. It's rubbish like this that's the reason I'm upgrading from Xbox 360 to PC instead of some new console.

    Hey guys. We're aware there are still some issues with the arrows and we're working on it! Unfortunately, the fix will not be implemented until the next patch (hopefully)!

    Thank you kindly for your response and for the help. The site wasn't allowing me to submit tickets yesterday, so it's good to get a response from someone. I'll wait patiently for the next patch then. Thanks again for actually taking the time to read through all this. It's very reassuring, of course it is still a relatively new game, so I expected some bugs. Anyway, Thank you!
