The presence of negative acceleration does not make the game unplayable, however it makes it entirely unenjoyable and as a result myself and many others refuse to play this game until it's fixed. The inconsistent speed, hitching and jumping when aiming destroys playability, I'm getting 90 FPS and it feels like 15 when looking around.
Raw input was present in Far Cry 3, why it's not in this game is a mystery to me. Since this is essentially the same game engine as the third game I imagine implementation will be quite easy, please do this as soon as possible, this should be at the top of the list as far as priority is concerned.

It is terrible. The worst far cry ever. I feel like it is hard coded in there. Part of the way they set the game up I doubt it will get fixed. FC4 is nuked. FC4 SUCKS!
Key bindings are so FUBAR that even if they did fix it, the game would still be a damned chore to play. I can;t even switch weapons with mouse wheel! I cannot use mouse wheel in game at all! They totally broke Far Cry. Forced to use idiotic console weapon wheel garbage.

I hope this is fixed soon. I'm not sure how anyone at Ubisoft could've could played FC4 on PC for a minute and think "Looks and plays great! Let's ship!". I didn't catch onto the negative acceleration at first (because it's uncommon), but when slowly panning it's so jittery - it's a joke. The game has to be played with a controller.
