This was their plan all along.

What's more likely is that Ubisoft looked at FC3, saw that there weren't that many people making maps for multi-player, and decided to scrap that in favor of the SP IGE. If you look at the comments from the lead developer, he even indicates that when he talks about the "data"

Let's create a lobby system that was a mess (FC3), then use "data" from it, explaining why we didn't put in a MP IGE for FC4. Translation: We screwed up on the lobby system in FC3 and instead of fixing it, we're moving on to more profitable uses for the game. Do they think we're that stupid? This was their plans before FC3. I can picture the decision makers sitting in a meeting asking the question, "How can we get rid of the MP IGE in the FC series"? Let's create "data" to prove why. Note to Ubisoft: Decisions should always come the ground up, not the other way around. It's called Business 101. More money can be made when clients are happy.

THIS! When he said about the "data" that really made me angry. Because it was their fault if their "data" said that a few of people were making maps... FC3 MP was the most unfinished crap that's the reason! Nobody was able to play maps at all because the classic server browser was missing!

Maybe it's a great tool, but who care when you can't share your work with the community...

Far Cry 2 was the best Far Cry in my opinion, because the multiplayers had a lot of possibility. I think I will rebuy FC2 instead of buying FC4.

This editor is almost the same as this from FC3, they don't even added posibility to create patrol path's for AI soldiers.

I am glad the tools are powerful, but I am shocked that you can't create patrol paths. That is really pathetic, even the original Timesplitters has that option! It is really going to be the strength of the AI that makes or breaks the singleplayer editor.

I want to create an outpost where the player can be detected by a few AI on one side of the map, but AI on the other side of the map remain unaware (unless an alarm is pulled). I also want the ability to add some AI characters with extra health or increase intelligence. I want to be able to program not only there patrol movement, but also the probability of their attack routes. Are these things possible?

BTW: You can share your singleplayer maps with the community. Think of it like sharing LBP levels for single players only.

I not checked it but when placing units for reinforcements you can place vehicles with crew inside (driver, passengers, gunner).
