This may or may not work for you. Use at your own risk.
The problem is in device manager. If you are like me and use peripherals that use software control (logitech) then THIS MAY WORK FOR YOU.
1: Go to device manager and open Human Interface Devices
2: OPEN YOUR GAMING SOFTWARE.
3: Disable HID-complaint game controller. ATTEMPT TO LAUNCH. If game launches, cool. if not, continue.
4: Disable the first HID-compliant consumer control device. If it turns off something in your gaming software, RE-ENABLE IT. If it does not effect something in your software, LEAVE IT DISABLED. DO THIS SAME THING THROUGH ALL HID DEVICES TILL HID-COMPLIANT GAME CONTROLLER. ATTEMPT TO LAUNCH.

If you ARE NOT using software controlled peripherals, then try the same thing, but do it more carefully. Check and make sure your not disabling your keyboard and mouse each time.

Disable HID-compliant game controller and all other HID devices that have no effect on your peripherals.

Anyone with a Logitech G13 with the joystick still enabled is going to have this problem.
Go to control panel, devices and printers, hid compliant game controller.
Choose the hardware tab. Select the Logitech G13 Joystick, and click properties. Click change settings. Select the driver tab. Click disable.
There's no guesswork or trial and error with this method. Voila.
The joystick will still continue to work in keyboard emulation mode, which is all I've ever used it for (and imagine most others as well.)
With joystick enabled it is essentially an always plugged in 'flightstick' in addition to any other gamepads you may have. It can also even be used to move your mouse cursor if you want.
This isn't the only game that has struggled with this aspect of the G13.
I disabled all HID and everything else beside USB input device, now it works! Thank you!
some only had Uninstall so i did NOT uninstall them, only disabled what was disablable (w/e)
