So far we have been unable to reproduce the issue at our end, but we'll keep testing. Anyhow, we believe this might have something to do with the PS4's latest firmware update. We have updated our audio engine for the upcoming patch, so hopefully that'll resolve the issue.
In the meantime, we'd also like to know if the issue repeats if you exit the track where you encountered the issue and then re-enter that same track.
I noticed this started happening in the last month or two (I play on PS4). It does seem to be memory related, because it never happens when you first start the game. Usually after an hour or so of continuous gameplay. Once the throttle starts cutting in and out, there is no way to fix it. Exiting the track and going to a different track does not make the problem go away. The only way to fix it is completely close the application and launch it again.
I was able to reproduce it on official tracks (base game).
Another piece of information, which I'm not sure if it's related, is that I play with music, rider screams, and AI voice-over all muted. Only FX sounds are enabled.
I might be a bit late, but here's some more video footage of this bug. I captured me doing one run on a SP track and three replays of that run. https://www.youtube.com/watch?v=jGK8S_DNuio
