I'm on PS4, the track that had a missing sound effect was called "Gold Fever (hard)". I don't know the specific name of the effect, but it was the sound made by the hydraulic press thing right at the beginning of the track. I've since played that track again and there were no errors, the only time it happened is when I was experiencing the throttle bug before, which makes me think they're related.
I'll definitely save a video if it happens again, but it's been fine the past day.
I don't know if this will help, but before the most recent update, the bike sound that was created when the bike ran over objects used to persist even when the bike left the object. So for example, if the bike rode through a water puddle and then hit a ramp, the bike would continue to make the water puddle sound even once it was in the air. I haven't gotten to play trials extensively since the latest update, so I'm not sure if the bug I'm talking about has persisted. I've never actually encountered the one you guys are referring to, with the bike sound cutting out.

The only possible explanation that I can think of for the throttle sound disappearing is that there are some memory problems in a track. I myself have never heard it in any official RL creations (or even custom tracks) on consoles or PC. The curious thing is that in theory this should never happen, since the bike engine sounds have the absolutely highest playback priority. Some other sounds effects might sometimes fail to play if there's a lot going on in a track at that moment, but they should always be the more minor ones.
If you keep experiencing this issue, especially in official RL tracks, please let us know and attach videos to your messages if possible, so we can pinpoint the problem.
@TeriXeri: We are aware of this issue in that specific track. The engine sound is changed every time you enter or exit the water, which sometimes causes delays in engine playback.
@pneumaticbog484: We are aware of this issue too, and it is related to particle effects that appear behind the rear wheel when the bike leaves a water puddle. To my knowledge the particle doesn't entirely disappear, which is the reason why the water sound also plays for a while (since it's attached to the effect).
