I got the first challenge, but the second was skipped and now I'm on 3/4...

I'm on 2/4 as well. 850 pumpkins for the first part - hopefully they don't ask for a bunch more, I don't plan on spending gems for rerolls on pumpkins.

and will there be another race @ 4/4? with some new track as price?

So City Outskirts doesn't count towards the 4 new spooky tracks, but was it new for this update? I didn't get it on the loot wheel until now.

That would explain your sudden jump in the leaderboard. I noticed it because I had just recently passed you, which had been my goal since you removed me from your friend list.
