best choice would be something what would be directly connected to the current map to expand it than divide it into more maps... so Mexico and Canada comes to my mindand then it could be expanded for example by Alaska as you suggested... but it's rather an expansion size of content than DLC (if you don't count expansions as DLC), because new map part would probably come with a new faction as all map parts have their own faction, add new part of story, new type of skill challenge, some new cars and expansion is ready
but what comes to my mind is price... how much should something like this cost? the game is complete with all support systems, graphics engine etc, that's the reason for price... but compared to it few new cars, part of map in a size of 1/5 original map, new faction, looks like a small addition compared to whole game, so the price should be comparable to the amount of addition... and the same applies to small DLCs imo
test drive 2 had rain , and it was 3 YEARS BACK...
will Ivory say that the actual generation don't have enough power to be able to make a decent rain?
Forza Horizon 2 has rain, and it runs on a console slightly less potent than ps4. So if even the XBOX ONE they can have rain, that means it´s totally possible.

Massive map or shiny roads? Horizon 2 and The Crew are different games, if you want Horizon 2 everything on The Crew size map, you'll probably have to wait and see if they decide to expand Horizon 2 or just release more cars.

Also dont get impressed by the map size, it doesnt matter. Size doesn't matter in this point, and in most cases you can have a better controlled environment (activities, map design) with a smaller map.
Rain is basically half the game, because when raining the conditions can change drastically. It´s another driving style that has to be worked, or else you wont get it.
They tried to show us that we will have snow instead of rain, but rain can be applied to all roads, while snow is just in certain parts. It wasnt a smart move to let rain out of the table.
And in the end it´s what I told..... tdu2 had rain, and that was a 2007 game. There´s no excuse for not having it on the crew.

It just hasn't been implemented yet, most likely due to priorities.
