We actually received more report of this problem, so we contacted Microsoft to see if they can do again what they did the first time.

Purchased this morning and cant get the Empire of the Sky to Download on 360 like the others here

Same problem here. I also can't download Empire of the Sky DLC. All five of the other DLCs have downloaded fine. I have purchased the season pass. XBOX 360. Have tried multiple times and in different ways, including the troubleshooting others have tried, and deleting and re-downloading core game.

We have no answer from Microsoft at the moment, we asked several times in the last 2 weeks.

I can understand this problem is not their first priority right now. There are a lot of big games coming out at this season and there is a new retro compatibility update coming live soon too. I hope we'll get an answer in the coming weeks though!
