    Why do people think that Pagan is a copy of Vaas?

    Because they are both unique, that is why! People are used to villains that are boring and stereotypical, which is definitely NOT Vaas or Pagan Min.

    They are very different:
    PAGAN MIN:
    -Outsider
    -Self appointed king
    -Truly friendly when the game starts
    -Arrogant, corrupted by power, not insane
    -Does not yell at people, but threatens them in a voice that a parent would use on their children
    -Racist towards natives
    -Acts civil
    -Prefers not to get his hands dirty
    -Wears his mothers's jacket as a tribute
    -Looks completely out of place, has his own style

    VAAS MONTENEGRO
    -Native
    -Works under command of Hoyt
    -Not friendly
    -Corrupted by drugs and power, insane
    -Can easily threaten without yelling, but is at his scariest when he loses his temper
    -Not racist, does place himself higher than everybody else
    -Barbaric at certain stages
    -Enjoys killing
    -Rejected his ancestors
    -Fits in between his pirates

    And if you look at the two, there is much more difference between the two. Especially in the way they act.

    Just compare these 2 videos with each other



    At first they talk in a normal manner and then they suddenly get angry (both of them). The only difference is that Pangan is talking to a soldier and that Vaas is talking to the player.

    I agree that the background (story) of the characters is very different like the fact that Vaas is a native character in the game and Pangan is some sort of outsider but the personalities of the 2 characters are very similar.

    similarities

    - both guys are charismatic
    - They are both psychopaths
    - They easily lose their temper
    - both of them are trying to get as much power as they can (They are local dictators)
    - They are both excentric as well

    Even their hairstyles are excentric

    Plus I wouldn't say that Pangan acts civil and that he doesn't want to get his hands dirty.
    I mean 3:43 - 3:53 says it all, if he didn't want to get his hands (and shoes ) dirty than he would have taken a weapon from one of the guards.....

    They're both psychopaths in their own way though, they share similarities but trailers don't go in depth with character. I'm sure when the game is launched we'll be seeing much more in the way of character personality emerging.

    I hope so but I understand the people that said that they looked very similar. So far they do but since Far Cry 4 isn't released yet, it's hard to have a decisive conclusion about Pangan Min

    They might be similar in certain ways, but certainly different from that Call of Duty "evil, big, bad, russian" antagonist, which is good. Same thing with the protagonist- he's not anything special in Far Cry (And as usual, Call of Duty goes the obvious ripped US/UK spec-ops guy way, every time. Every single. Time. Zero imagination, zero creativity, that equals Call of Duty.).

    Can't say anything except this right now;

    You can't compare villians from a game like CoD to something Far Cry as the genre is different. One is modern military which means while they're definitely bad people, they have to be realistic and a bit more true to this world,whereas with Far Cry, they can be a bit more outrageous.

    But a modern military setting doesn't require Russia, China or some mid-eastern terrorist organization to always be the enemy, that's just the list of obvious choices if you want the average crowd to throw loads of money at you... In my opinion Call of Duty should just die of franchise fatigue, it's way too milked already. If you've played MW1 you've played them all really, excluding a few new killstreaks.
