I know what you mean, and there's something to it, but I'm not sure it's 100% accurate
In FC3 this happened for obvious reasons, if you didn't play TDM you couldn't play at all (at least on PS3 at this date) =/
If you look at other popular FPS games with multiple modes like BF or COD, players spread more because no matter what mode you prefer, there will be people there to play with, and hopefully that will be the case with Far Cry 4 assuming they will make a multiplayer that is solid and can maintain a community of a larger size.
Personally I've never preferred TDM in Far Cry. It's always been Domination in FC3 and CTD in FC2
I think and I hope, if they do come up with some actual good modes that use vehicles properly like the Transport mode for an example, that people would keep playing it

I Like all gamemodes, they mix up the play.
On top of those already listed i'd like to see a deathmatch mode for snipers, a lot(HEAPS) of people just like to snipe so they may as well give them something to play, like deathmatch that rewards points by shot difficulty and detection.
Also a timed run gamemode may be handy as well, this would allow parkour, race and escape maps to be played on your own or against others.

I think a good way to encourage gamers to play other modes would be to remove KD kill death ratio, and put more focus/importance on win loss ratio. some gamers like to protect KD by not playing objective modes. as everyone knows, objective based modes require the player to put themselves in danger when capturing capture points. lol the amount of times ive been capturing an objective, only to see my so called team mates not help me, they would rather just get kills than capture objectives.

That's true! I really like that idea, because I've noticed myself in both FC2 and FC3 people would make whole maps dedicated to sniping. If I get around to making a video about mode request, I think I might include some form of what you're saying. Maybe the mode will be timed and the team with the highest accuracy at the end of the match wins?
I'll give it some thought and work!

It would have to be timed since waiting on a kill/shot based end of round trigger could take forever with snipers, so a setting defined by host would be ideal.
Team with highest accuracy may also not be the best since a person can simply troll servers by coming in with an lmg and it would only take a 5 second burst to ruin the teams score.

I'd say a deathmatch where its everyone for themselves, kill points would be like:

    20 points for basic kill
20 points for headshot + 1 point per 10 meters of distance(only with headshots)

Detection is something like being fired at within 10 seconds of you taking your shot, if your detected when you shoot you lose 10 points from your basic kill points(so its actually 10 points for a basic kill).

For a team based mode, then maybe set it up for single life, 2v2s that can compete against other teams of 2 online, of course with so few players and a large map you need to get them together and also avoid one team just camping and never ever moving. Maybe having an objective that must be taken like a central capture point(which is instant win) and also have a timer that counts down when a player stops moving, so if you spend more than 60 seconds(or set by host) in the same spot(should be indicated on the screen) then you become "spotted out" to the enemy untill you move 30-40 meters away from that position.

I like the ideas, especially the Transport mode.

As for Hunters vs Hunters, I think it's a nice idea, but I don't think that this is something that players will die for.
I used to play hunting games, like Deer hunter 2005 (and older versions) and Cabela's Big Game Hunter. When it comes to hunting, it's not a team game. Every player aims for the highest catch (best prey) and playing as a team would be a total madness, not to mention that there would be noobs who would shoot each other, instead of hunting.

Hunting is a free for all game, every player for himself and it's challenging.
