I was just curious to know if there are any plans to add any more rider outfits and/or bike parts to the garage with future DLC packs.

Both of Evo's DLC added loads of elusive helmet, and they were fun too - having an expensive piece of cosmetic to work towards was always a nice incentive towards actually finishing runs no matter how hard you choked. Needless to say I was sort of expecting at least one or two new cosmetics with Riders of the Rustlands, but nope - nothing in that department.

My stash of $200k just keeps growing - pretty please, RedLynx, give me something to spend it on

The announce for the Rustlands DLC has suggested more bike and rider custom bits and bobs will be added in the future DLC releases, or more likely just feature update packs.
