I noticed this problem yesterday. When I tried a track I already played a few days ago, the game thinks I haven't set a time on it yet, so it tells me I need xx time for the silver medal and if I don't beat my time it still says "new personal record" and let's me rate it again.

Haven't checked how consistent this bug is, will do it later and update OP accorgindly.

I've been encountering this bug since launch. It's not really intrusive so I've always moved past it but it has been there for a very long time. Basically on completion, a track behaves like it's the first time i'm playing it even though I've played it many times before.
