IMO, i think that there will be a new area to build in, I believe RL use these area to pre-cache the objects so load times are lowered. In Evo the base world it came with was packed with nearly (if not all) every object available, in the other DLCs the lands were less packed with objects as the DLCs also had less in them, but this might just be an observation only.

I also believe this is why we may never have a truly empty, flat grounded world to work in (I hope this isn't the case and could just be given away for free)

I found the water location for the entire Fusion World a while ago. Just put an Area Clear with "Base World Objects" checked at point (0,0,0) and it will get rid of all the water in the World.

You can also get rid of the boundaries around the World by putting an Area Clear with "Base World Objects" checked at point (238,193,490). The boundaries are the things that say "Camera near world limits". Be warned though, I don't know what happens at the +2000/-2000 coordinate limits...

You can read more on how to do this in my Editor Tip/Tricks post --> http://forums.ubi.com/showthread.php...or-Tips-Tricks

I hope DLC will have their own seperate World maps to choose from to fit with the themes a bit better, and of course keep the main map available as well, as it's pretty hard sometimes to make detailed backgrounds with the terrain tool fading at distance (both textures and 3d hills etc start to look bad at far range) while base world is much less effected.
