Pretty sure the fuel tank is increased every 2 levels...

It does increase by levelling up or getting rarefied fuel.

rarified fuel doesn't actually increase the Tank size, it just makes it "infinite" for an hour

buying tank upgrades does increase it, but it's expensive...

+1 tank size: 20 gems
+5 tank size: 95 gems
+25 tank size: 470 gems
+50 tank size: 925 gems

leveling up or winning a +1 max tank size on the slot machine are the ways to make it bigger for free
