The jacket is from the Samsarian outfit which can only be unlocked by buying the Pro Player Bundle. By all accounts it cannot be completed. Probably a glitch.

If I had the jacket and it didn't unlock I would try finishing a course wearing that jacket and if that didn't work then I'd forget about it!

Looks like I'll be forgetting about it. I did buy the Pro Player Bundle and have completed missions with it on.

I'd report it as a bug but with the slow traffic around here probably not worth it.
