-Just walk around/drive a bit with stuttering and lag
-Open options and put resolution to normal one (for me 1920*1200)
    -Profit

Hope will work for you too, i tried everything in the past and this is the only thing that worked for me.
Another Thing that helped me a bit is to set the thread priority of Watch_Dogs.exe to RealTime on the task manager.
Thanks for that! And no thanks to any of the ubisoft chumps who should take note that Joe public is fixing your broken game.

    Sure thing man.

Borderless forces Vsync off which is why the GPU usage is higher than normal since the game forces the card to work at maximum speed.

However the highly inconsistent GPU load is still present and the stuttering is still as bad as usual.

    Wtf

I found a comment in theworse's thread on guru3d mentioning this fix from the uplay forums. I've played this game from day 1 on low textures despite having:

    Asus Maximus VI Formula / Core I7 4770K / Liquid Cooling / 780TI Windforce Ed x 2 SLI / 16gb 2400mhz Samsung EVO 240GB

I PURCHASED THIS SYSTEM TO PLAY THIS GAME

I've thrown in 58 hours of gameplay and the last 20 or so using theworse's mods and some sweetfx settings. I was absolutely disgusted to read the PR reps response to these mods and the admission of downgrading for "stability". Those obvious lies. Just absolutely disgusting behavior from a supposed reputable company. This is nothing new and the downgrades for "next gen" console parity will continue, make no mistake. The Division downgrades confirms this. We've yet to see AC Unity and let me tell you right now, what we've seen so far is the E3 "demo" not the actual game you will buy. - their making of video confirms this. Expect the actual game to look NO WHERE near as good on the consoles or PC. Features will be removed so Sony's new system will look better. You can't deny this ubisoft so dont even try.

The PC platform is now, once again, being held back by another console generation. It been nearly a month waiting for a fix from the company who actually made the game. A month waiting for a patch that did absolutely nothing for the main problem your customers are having. We're having to rely on the modders and experimenters that really should be working for you, ubisoft. Your testers are morons. Your testing setups are obviously useless. People need to be sacked, especially your PR department and those who made the decision for system parity. Nvidia and AMD should be annoyed beyond words that their flagship cards are being rendered pointless to buy by your ridiculous business practices.

Now along comes the OP and with a bit of messing around with downsampling discovers a fix that renders the entire bug fixing department at ubisoft pointless.

Imagine my surprise after countless attempts at fixing this, countless net searches for a fix, weeks of waiting for ubisoft to get off their asses and help their customers, i see an actual smooth and playable watch_dogs running on ultra textures, everything else cranked, without stutter 95% of the time. An actual playable game. I was in total shock and joy at the same time.

The game looks stunning, with no thanks to the people who made it.

Ubisoft as a company needs to be ashamed of themselves.

The big problem with border less is on SLI systems stuttering is worse. I find this on all games, but a game where stuttering is a problem to begin with the last thing you want is more.

Switching to single GPU borderless didn't help. Changing resolutions down did. I didn't think to downsample, wish I did. I've finished the game and started Dragon Age again.

Ubi are the new EA. EA is now "the guys that ruined Bioware, but maybe aren't so bad anymore, I'll let you know after Inquisition."

Agreed I have no background in any type of computer stuff... I just thought a bit and good to go
Worst part is though, I emailed support back with this solution and all they said was thanks! We will make sure to pass this on to other players... How about you pass it on to the devs to fix?

Also where is the guru 3d thread?

Since some of you confirm this shamanistic method works, can you explain how did you do that, because I don't think it works for me...
    What I did was:
    1. I created custom resolution. 1936x1089 (just to have minimum performance hit).
    2. Applied that through control panel.
    3. I chose GPU in "perform scaling" section and turned "overriding the scaling mode set by games and programs" on.
    4. Applied changes.
    5. Launched the game and changed resolution to 1936x1089 in game.
    6. Relaunched the game.
    7. Started the game.
    8. Alt-tabbed to control panel.
    9. Chose Display in "perform scaling" section and turned "overriding the scaling mode set by games and programs" off.
    10. Clicked Apply button and alt-tabbed back to game.
    11. Stuttering is still the same.
    Did I do something wrong?

Oh... You're talking about MaLDo's stutter fix now.
Downloading it now. Lets see what it will do. 300kb/s dl speed though... :/

that did not work for me. After the patch things got worse TBH I was able to finish the game before patch with minor stuttering glad I did as the patch strangely made it 10x worse. I tried the tip you gave and the problem did not go away. Something did make it better and that was deleting the GamerProfile.xml which seemed to make the stuttering as it was before patch which was not fixed but not as bad!
