I honestly think they're intentionally breaking their PC ports to move people away from them, because the big money is in consoles. The developers on this were fully aware that the PC version was unfinished and not ready to be released. The higher ups calling the shots said it has to be released prior to E3 otherwise the game will be overshadowed by the new announcements of games coming out. They were worried this would cut into sales on the game. They said that the PC version makes up a small portion of overall sales compared to the consoles so they said the PC version was good enough. Now that it is out the development team has moved onto other projects and there is no money left in the Watch Dogs PC development budget to bring any major fixes for it. We can expect a patch or two to address some of these current stability issues and that will be the end of the PC support. The developers are actually sick of dealing with or even talking about the PC version and want to abandon it entirely. These are the words straight from a developer on Watch Dogs that works at Ubisoft who shall go unnamed for obvious reasons. Last thing they said too was part of the issues with this game including the consoles as well is that to many portions of the game were built in studios all over the world. Then they try to mash them up and they ended up with a screwed up product.
I'm disappointed, to say the least. However, this is expected from a developer that rushes releases and develops games at the same time for multi-generation, decade-old hardware. (Xbox 360, Xbox One, PS4, PS3, WiiU). The game is not optimized for one platform or the other.
Sorry, Ubisoft, but I will never buy any of your games again.

I doubt they will say anything about the graphics restoring mod either.
The pc version make money but their focus is always on the consoles, and even that was very buggy with this game
yeah well my thread about this issue got closed down in a matter of minutes by shade, seems some people up chain have been sure to stop the forums getting too filled up by posts wondering wtf is going in ubi land these days. amazing really. i doubt the ubisoft officials care too much, seeing how they let their PR on twitter say overtly dumb stuff about the game not being graphically toned down, even after a link is posted to her to show EVIDENCE of such, then the whole "e3 graphics disabled" thing comes along.... its going downhill fast
