I don't know the exact answer to be honest, my best GUESS however would be some sort of weird-hybrid RPG with Online encounters. This seems to be "the thing" for the new generation of consoles. And yeah, it's cool, but that said: it wouldn't make it an MMO in the traditional sense.
For example, how like Watch Dogs can be multiplayer suddenly at anytime as you explore the open city, but, it's really only sessions of 1v1 generating around you.
My guess is that youll create a session of 3 (or 4 - not sure if the 4th is tablet only, or if you can have 4 actual players), and then, on occasion, the game may in the background merge a session with yours based on activity and proximity and generate a potential new encounter, which you can then either: not be aware of, ignore, co-operate with, or engage. And it will likely keep doing this background matchmaking for you.
I do NOT believe youll drop into a dedicated server running 500+ people at a time actually roaming around the city, like a MMO. I think it will be like I stated above. I believe Destiny is using a method similar to this too, with random online encounters.

My guess is, that in specific social/save zones you can meet / pickup / join other players and then go on a mission were you can see only your group and be otherwise alone in the city. This is basically the workaround that allows you immersion and get the feeling you are alone in the huge city, but you can invite other players to your session and join others.
So the better approach than Elder Scrolls Online, where the Players are on one hand separated by different phases or block each other when a lot do the same quests.
I think this is more like Borderlands 2 were each has his own game but can Join/Support other Players at the same time.
After viewing the new holographic map (revamped from the old one), I believe the game will work similar to this:
The orange parts of the map will deal with player interaction, whether that be socially (buy/trade/sell/meet) or for combat/co op. There will be huge Safe Zones where we can all meet for sure (maybe base of operations??) , it has been said that everyone in the world will be on one mega server. So say if I meet my clan here:
First, we discuss a specific (orange) area on the map to explore-- these orange areas (what I'm thinking are Dark Zones) can vary from one single large building, to a huge vast plains over the map which we can all navigate.
Next, we exit the Safe Zone in our original squad of 4 (+1 tablet), you can only see the original 4 you came in with.
Say we marked the Empire State. I arrive with my squad and either 1) press A to enter orange area (then loads) or 2) enter the building, loading to a phase where the rest of my clan also loads into.
Max # of players within dark zones hasn't been mentioned but i'd imagine a lot; there will in fact be Group Events in the game.
Agreed. It will have features from both. So I suppose the answer would depend on what kind of experience you want. I could definitely see some people just camping out in dark zones looking for others (giving them an MMOish experience) while others would avoid dark zones all together (since the devs have stated they wouldn't make any required content in dark zones) getting a far more isolated and single player experience.
I agree with the co-op RPG analogy. It's essentially "your game" when you're playing by yourself. You have your own objectives and the like, you can go into "multiplayer areas" to encounter other players in either friendly or hostile situations, but other than that it's single-player PVE. However your friends can jump into your group to help you out with your PVE experience, and you into theirs, etc.

Since this is not a classic MMO it could work without a lot of lag, but there has to be a very good monitoring system, because tactical combat like this with lag is gamebreaking and frustrating. It has to be responsive.
