For me a solution from UBISOFT support is this:
To try to solve the problem, I invite you to follow what is reported:
- Close Uplay completely (also from the taskbar)
- Go to the installation folder (usually C: \ Program Files (x86) \ Ubisoft \ games \ WATCH_DOGS)
- Rename the folder in Watch_Dogs_Patch
- Launch Uplay and Login
- In the Games section, click on Watch Dogs
- Under the Play button, click on Search for installed game
- Go to the Watch_Dogs_Patch folder and select it
- The Play button will change to Download. Click on Download and leave the Download 1.5 finished
- You launch the game.

Unfortunately your fix didn't work. The play button did not change to download, i did it twice and it never changed into a download button...
I reinstalled it, tried various fixes, contacted Ubisoft Support but nothing. This game is literally dead. I don't think there's a way to actually fix this "unable to find supported text language" error that appears every time that I launch it.
And let's face it, this game is like 5 years old and Ubisoft clearly doesn't care enough about this game to fix it anymore. But thank god I bought this game on sale, so i didn't spend a ton of money for something that doesn't even work anymore.

this is a procedure original from Ubisoft:

The changes you've made to the process of the fix isn't effective. It doesn't even...do anything? Like I know, the play button doesn't change into a download button but it still just remains a play button. You've essentially just renamed the file and just basically press play, just with extra steps. Heck, I might as well have said this "fix" was the most useless set of instructions I've ever heard. No offense to you, but to Ubisoft, who doesn't know how to save this game.
Because you just change the name of the file from "Watch Dogs" to Watch Dogs Patch and then you use Uplay to locate it which verifies the files. And what it essentially does is state that all the files are already there. So it wouldn't turn into a download button because the files are all there and there is no patch to download, unless they've made one. If a patch has been made, it would've automatically downloaded. But, all it did was locate the file that was just renamed, with no additions. It was literally a useless set of instructions to get back to square 1.
