How many tier 3 tracks are there? I've got 10 so far, and none of them have a level 3 piston. I need to get a level 5 piston, and 2 other level 5 items for the quest I'm doing, and I'd much rather grind 9 level 3's than 27 level 2's.

Also, one of the tier 3 tracks, The Tanktops, only costs 7 fuel. Anyone else have this?

I believe there are 15 tier 3 tracks.

The Stacks has a level 3 piston available.

personally I wouldnt try playing tracks trying to win that level 3 part since the odds of getting it are so low. I would focus on tracks with the tier 3 part instead.

The Tanktops is only 7 for me too.

So you recommend grinding the tier 2 tracks? And would I only be able to unlock The Stacks after this mission?

Yeah I would either grind tier 2 tracks at 7 gas a piece or find a tier 3 track that has a level two piston and a different level two part you need for something else. so you have a better chance of getting something for your 10 gas.
