i'm kind stuck here. i'm level 31, and on the last series with ANBA robot. but i have one piece missing for the riptide and the berserker. beat butch in all level 2 bike missions. where can i get the missing blueprints. i need a level three bike to keep following butch.

Sounds to me like you have a parts collection mission holding up your progress. As far as I remember the Riptide blueprints are given out by the mechanic but he will only appear with a new mission when you complete the last batch of missions, usually the parts grind for the purple haired chick in the helmet with the nose piercing is the one holding up progress.

I don't think ANBA will give you the last Berserker blueprint before you complete the Riptide. As a side note, the mechanic gives you missions to upgrade the Riptide while you progress through the Tier 3 tracks. These are compulsory to progression so get on with them as soon as possible. 3/3/3/3 should get you most of the way.
