If you mean Track Central tracks, no, the tracks are only available on the system they were created on.

It's something they are interested in doing but nothing is confirmed yet, not denied either however.

For now each platform has its own TC version.

I don't see why they can't do it. I mean, they did after all state that all Custom tracks are streamed, that doesn't mean they are restricted to the one console either then...
