I had this issue.

What worked for me:

Removing the people that didn't have 10 codes from the "active crew" and hitting F5/Refresh a few times on the page (as long as you have at least the 4 to unlock the RAM) worked for me , give it a try and it should unlock.

Say...any guesses on what the Mystery unlock is? You'd hope it's something pretty awesome, so i'm guessing a COMPLETE "body kit visual theme" for ANY car that you currently "own" in game, with the theme being something related to unlocked all 12 codes, like exclusive body kit parts that you'd normally have to unlock that you can apply to any car.

Either that, or just a special car...maybe one of the barn finds? But I wouldn't want that, it would be a bit silly, we already get two cars "unlocked" i wonder unlocked from when, start of the game? Doubtfull again. Probably just removes the "money" cost and instead only has the level requirement, or vice versa.

I think the viper will be part of the "uplay unlocks" program thing as it's saying "100 uplay points towards unlocking it" the 4 rewards are 10/20/30/40 which = 100 so, this would make sense IMO.
