There's not a whole lot to be done about this. If you force players to rate tracks, then you will get the default score a large percentage of the time. If you don't have a default, then you will have whatever is the fastest/easiest score to get to. It's fairly impossible to get every person to give their true rating on a track 100% of the time.
always good when a dev can tell you why some things are, how they are

def. makes sense, but it still is kinda frustrating when you have 2000dl and just 70 rates

I'm an advocate for trying to give honest ratings as often as possible, but even I don't
want to rate tracks all the time. Because I care what happens to a track as a result of my rating, sometimes, I feel that I havent necessarily put enough time or effort into understanding someone's work, I may choose to forgo the rating process. Sometimes I've been away from the game for a while, and my skills aren't sharp enough to appreciate the driveline, or I haven't seen a lot of things that have been trending on TC, thus, I don't know how truly origional something is.
Normally if this is the case, I'm a happy return player, more than willing to just dish out easy 4s and 5s for good effort, and an interesting ride. But sometimes I just don't like stuff, but me, having played so many tracks, and spent so much time building, I just don't feel I should judge something when my head isn't into the game completely.
Having a choice comes with its frustrations, but it's probably never good to force a player to do
anything in this kind of game.
