MS assume that someone willing to break the tos for a hair colour will break them whenever they feel they have a good reason for it. Like to increase their GS, use an autoaim bot, hack leaderboards, etc. It may be a hardline approach to it, but its part of their strategy to elimante hackers from xbl and maintain strict security and fairness of play in mp.
Hell, I'm getting a PS4, but I still agree with the actions MS have taken. Sorry Keenan, its not personal. I just think the rules are there for all to see and if you break them you know the risk you are taking. You broke them, you got caught, you got punished. Seems fair enough to me.
