Well i suppose after all these years, they've gotten used to the engine and done some optimization, i guess the best looking games do come out at the end of generations-Last of Us, Halo 4, they were console exclusives which looked amazing.

Given how great Red Dead looks on console I have no reason to doubt that's PS3 footage. GTA IV is a very old game after all. Looks like GTA V is going to be this generation's swan song.

Rockstar have stated it's PS3 footage, the X and O buttons on the customisation screen are a pretty big giveaway tbh Apparently they're looking for PC devs so they can bring their 'latest releases' to PC.
