The reason for low performance on certain setups.

I probably figured it out, the low performance happens because the GPU clocks stay at idle state when they should go to High performance mode whenever a game is in Full screen mode.
I'm currently trying to figure out how to force high performance clocks with Radeonpro, but currently with no success. If you have a way to force clocks for ATI cards, that would be greatly appreciated!
My Trials is always running at 250/150 clocks when it should be running at 850/1400 clocks. That's a pretty drastic difference there, there's a hoping that this also fixes the stutter issues, but at least it should fix the issues where the game is running below 60 fps.

Re: The reason for low performance on certain setups.

This sounds very much like a driver issue, I've come across this problem in various forums from both AMD- and Nvidia-users.
Some combinations of certain graphics card-models+driver versions(or even only in certain applications) have issues with being stuck on the wrong clocks (or P-states, which are meant for power saving).
However I've also read instances where the PSU was the culprit, which was either too weak(switching from the native 6-pin PCIe-cable to an adapter solved things in one case) or even faulty.
A faulty graphics card itself would be my last guess to be honest.

You should try and file a bug report as detailed as possible if it happens only in Trials Evolution Gold Edition constantly:
AMD Issue Reporting Form (for WHQL certified drivers I assume)
AMD Issue Reporting Form for Beta Driver
AMD Issue Reporting Form for Mobility Driver

Beware, that the programs mentioned below can damage your graphics card if clocks and/or especially voltage get set too high or the fan speed is forced to too low (even though modern GPUs have hardware- and software-safeguards built in).

Easiest way to force clocks is probably MSI Afterburner and its profile management as mentioned here. You might want set it to not automatically start up with Windows though.

The latest RadeonPro(1.1.1.0) you mentioned also apparently has a feature to force the highest clock speed at all times while in-game on a game-profile basis.
If Trials isn't in there already you might need a new user-made profile for it.

The thing is, the card should do this automatically, so doing it brute force via software might just mask another underlying issue.
Also in some cases the graphics card doesn't respond to changes made via software at all, which means the BIOS managing the power usage, clocks, voltage, safeguards etc. is not having it. Editing the card's BIOS and flashing it to the card would be the last resort to change those things on the lowest level, but as mentioned the origin of the problem might not be solved by that and it could make things worse (amplify stability issues because of a weak PSU for example). Not to forget that flashing always bears a rest risk of going very wrong and bricking the hardware.

I don't think my card could be faulty considering that I've played dozens of games and this is the only one that aches. Currently sending report to AMD.

Thats like an ancient issue. I remember back in the day it happened when watching videos on youtube or wherever your clock-speed would get stuck on a low-clock speed, so when you started a game without closing the video before, you would get bad performance.

But thats long gone. So you need to either update your catalyst drivers or your gpu-firmware.

I'm on a HD 6950 and GPU-Z tells me my clock-speed is right where it should be when playing Trials.

And i still have that annoying lag everyone is talking about on some maps/in certain spots.

I'm sorry to break it to you, that is not THE issue with the game.

It still is, and probably always will be, poor optimization (bad port).

So lets not get the developers confused and have them release another patch that does nothing (or makes things worse).

This is a multi GPU issue, if you didn't figure it. And no, I don't need to update anything for I've already done so. The game performs bad on any drivers, unless new ones have been announced. Of course it might not be THE issue, but it's clearly there.
