No they cannot alter the difficulty after they released but telling them about it may make them think about it when they build a new track. His current track may be labeled wrong, but if no one ever tells him, he will continue to do. This might mean people like you rate the track poorly, along with other, the builder gets discouraged, and then you have lost a potentially great creator. So do a favor to yourself, the creator, and the community and message this guy telling him to be aware of what he labels the track difficulty as.

And not only that, I've started to implement the following simple rule: there's only 1 and 5. Maybe 4, if I really liked the line, but the track looked buttugly or vice versa. and I really urge you all to be digital about your voting. I mean, look at the tracks. Look at the 4 or 5 stars in New Trials, the Weekly Highest Rated. Then, look at for instance Biohazard, Sushi Business. Compare. And then, look at what's actually possible with the editor, like this or that. Compare again. If the ratings should eventually become something to make any sense/use of, there is - currently at least - no room for "okaay, this was kinda nice-ish, here's your 3". Because, a relatively "kinda nice-ish" still: sucks.
