It's a longshot, but I'll ask.
Any chance those of us with the game (as messed up as it is) could just get a copy of the Xbox 360 version in lieu of a refund? I just wrestled with SimCity, and I just don't have the energy to wrestle with another botched game release.

Well, since the PC version is published by Ubisoft and the XBOX one by MicroSoft, I think we can safely say no.

in a perfect world youi wouldnt need a refund because it would work perfectly and also you wouldnt have had to pay for it

Hahahaha. I'm cool with paying for it! I trust RedLynx will figure this all out, even if it takes a while. Bum deal, but I'm more forgiving of them than I am of Maxis.
