No, I definitely would not pay for custom tracks. I know Big Thrills charged people for existing user-generated content, but that was in addition to all of the other tracks that Redlynx added.
If I had to charge people to play my tracks, I would stop making them and start doing mods for Half Life 2 or Skyrim or something.
I actually wouldn't mind a market place of some kind that allowed you to buy/trade in-game items using in game money. For example you make a custom object in the editor and sell it through an in game auction house to another builder for in game cash. A bit like Forza.

I actually would pay. I'm a fan of a few people's works. But I would have conditions such as: send me X number of nice messages. Send Y number of voice message where you sing to me. ETC. HA hahaha
If somebody should be paying it would Redlynx (for quality tracks) since it keeps the game/community alive. That said, there shouldn't be a price on the tracks, I'm happy with the small things like wrenches/picks/RL competitions with awesome prices
