The issues have mostly been resolved. I saw so many 1 star reviews based on people who didn't play (because of server issues) but look, it's been a week and I haven't had any problems after the first few days.
EA are even giving out a free title to people who register SimCity before March 18th, so people who haven't faced any issues will be able to get a free game because Maxis knows they messed up the launch.
Is SimCity perfect? No, but it's a great start to reboot of the franchise. I see the always online as being pretty much the same as an MMO, this SimCity was created so that you would need multiple cities working together for them all to succeed. How much more realistic can you get than having three cities trying to succeed, and some random jerk comes into the area just to climb the wealth mountain on the backs of others? (You CAN make private games)
Should there be an offline single player mode? Sure, but Im not going to say "this game is Terri-bad" because they save my cities to the cloud.
As far as subway DLC, Im not so sure. The cities (for better or worse) don't need as much infrastructure planning. There's no sewers or water line to manage. No electrical grid to fight with. A lot of what you do now has to do with regional development instead of a single city.
Things like getting some of your friends together and getting everything needed to build a huge solar farm for free electricity. Building an international airport... It's not just about one town anymore and that's part of what people seem to not really understand (maybe because its called SimCITY and not SimREGION).
Anyhow, those are just my thoughts. Even with the previous issues, I would give SimCity 4.5/5.

I'm not getting it but I'd love to play this game again. I don't care where it's saved as long as nobody can mess with my hard work.
