Yep.
There was a dlc pack on forza 3 that was restricted to only a ceirtain edition of the game and that message would show if someone without that specific edition tried to buy it. Kinda funny tho.

i remember the day before evo was released, i tried to buy it early by getting an evo game invite by someone who won it. then the price showed up as like 4 million ms points. i passed for that

This is also done for some press/review DLC as well. People with the codes get it for free as most players won't spend $1 million for a DLC.

Did not know that, but i think for this game the dlc is region bound i guess since the dlc does show up on the in-game marketplace.
