Whenever I open the link to go pre-order there is a little notification on top-right corner saying it took the page to country specific page.
So finnish people arent allowed to buy a finnish game?

You might be wanting the Euro Store (unless Finland has it's own Ubisoft store page, as England does).
Maybe try this one? Unfortunately pricing is bad compared to the US version ($19.99/EURO 19.99), so I'd suggest buying it from a retailer such as Gamersgate.com, which charges in dollars despite your location. You also don't get the free game from the EU Ubistore when ordering Trials, while in the US store you do.
