ShiftySamurai has confirmed it will be available through Steam. 9/10 times you will be able to pre-order a game through Steam.
As for the time, as the game releases on March 21st, you can probably expect a the game to appear for pre-order on steam any time between now and then, keep an eye out.

Preordered? How? I checked a couple of times today just in case, checked right now too, there is nothing on the Ubi store. And i expect an announcement of when the preorders will open, not that it stops me from checking almost daily.
go to ubi site, then under games choose coming soon, should be there.

I can see it now through the Ubisoft site, but pressing Buy Now sends me to the Uplay shop where i can't find it. I guess the availability have to do with the various regions and just need their time.
EDIT: ?h, the Ubisoft site changed itself to the US region for some reason, that's when Evo appeared. Clicking Buy Now sets the correct region again and Evo vanishes. So, it's clearly a regional thing.
