What could i use to make some snow on the GROUND

Change the camera post effect to "frozen",
it will look like as it would be snow cold,
and use sand or white rock terrain modification .

some people use the new block objects added in the DLC, if you colour them white and litter them among rocks, it gives a snowy effect.

Check out my spirit of Xmas track. I placed a custom collision platform then placed white square primes just barley above or below the platform set to decoration only so the rider will appear to have his tires in snow. Then I added some water burst effects in places with the effect particles colored white. Also turn the sound on the water burst off because driving through snow would be quiet. And turn the force on the burst down to 1.

use terain mods like sand or so and colour them white

you could let it appear your driving in the snow with going to the advanced physics of with primes and change physics type to visible no collision and use custom collisions to drive on
