ya it's not working right now. i tried to access it through the marketplace too. Hopefully it will be fixed soon.
-edit- it is not in the new release add on section of the marketplace yet. I think it's just the dashboard ad that is up. not the DLC.

I actually saw one on the dash last Wednesday that said "Trials Evolution Add-on".
Trust me, I sent some frantic emails wondering if I had missed something in the schedule.

With Sonic Adventure 2, Nights into Dreams, and Trials DLC, today might be an expensive day on xbla for me. I own Nights on Saturn so I may skip that for now. If only Origin would pop up.
