I agree you can't judge tracks by timeouts but I believe it can be a factor.

What if Grief pass a lvl 4 first try, then I pass it with 17 timeouts, then another player does 4 timeouts, then a 4th player gets it on his 8th timeout ?

Grief says it's a 3,
I say it's a medium 4,
the 3rd says it's a hard 3,
and the 4th says it's a regular 4.
Which one do you choose ?

Imo the thing who directly determine the level is the obstacles and maybe the skill of the player. Anyway I've the feeling we're about to start a debate of the ninja levelling system on 3 pages again lol.

You take the sheep across then go back for the wolf,
Once there drop the wolf off then before you leave re-grab the sheep, bring him back drop the sheep off, pick up the hay bring it to te wolf and then get the sheep back and you're donez
